    1.  College degree, preferred.

  1. Minimum seven (7) years experience within the human resource field and/or equivalent experience.
  2. Experience working with Collective Bargaining Agreements (CBA).
  3. Ability to create, analyze, manage personnel functions relating to salary and benefit information for all employee groups within the district.
  4. Excellent interpersonal and communication skills.
  5. Demonstrated insight, intelligence and problem-solving ability.
  6. Demonstrated experience in use of technology and manipulation of data.
  7. Such alternatives to the above as the Board may find appropriate and acceptable.

REPORTS TO:  Director of Personnel


GOALS:  To plan for and assist in the implementation of Personnel functions relating to the management of employee groups and systems within the Millcreek Township School District.



  1. Assist the Director of Personnel with daily operations of the Personnel Office.
  2. Manage and coordinate all aspects of the recruitment process for new employees and substitutes.
  3. Work in collaboration with the appropriate administrator, prepare the recommendations for board approval for the yearly / monthly athletic and activity supplements, department chairpersons, Summer School, ESY, band supplementals, and substitutes.
  4. Maintain and manage an active and accurate list of all athletic and activity supplementals, department chairpersons, Summer School, ESY, band supplementals, and substitutes.
  5. Prepare and reconcile the seasonal stipend payments, submitted to the Business Office for payment for the athletic and activity supplementals.
  6. Submit all Letter of Appointment recommendations, employee change of status, and Leave of Absence requests for board approval monthly as needed for inclusion on the Personnel Board Report.
  7. Enter pertinent information, based on the board approvals into the data management system.
  8. Responsible for sending out reassurance letters to all term employees and substitutes annually.
  9. Schedule and assist with the planning of the annual new teacher orientation and the employee monthly orientation.
  10. Maintain and track the new hire mentees and mentors and current teaching staff that may need extra support, due to a building change or assignment change and their support teachers.
  11. Verify mentor and support teacher hours for payment to the Business Office.
  12. Responsible for maintaining accurate and up to date information on the Personnel Web page and the Staff Resources Personnel Web Page for the Millcreek Township School District website.
  13. Serve as the Secretary of the MEC Gift Fund, working with the committee, disperse the bylaws and sign-up forms yearly.
  14. Interact with Administrators to compose and prepare job descriptions for board approval.
  15. Keep board approved job description book up to date for the personnel office and send copies of updates to the Superintendent’s office. Job descriptions will be kept on file in an electronic file system.
  16. Maintain and disperse as needed, copies of all the agreements and contracts.
  17. Manage and coordinate all aspects of the absence management system.
  18. Monitor employee absences, assist in entering absences and enter new employees in the absence system as needed.
  19. Send the Daily Report of absences to the Superintendent’s Office, Assistant Superintendent’s Office, Supervisor of HR, and secretary at the MEC reception desk.
  20. Processing the forms for the Employee Requests for Personal and Professional Absences.
  21. Maintain active and accurate information in the absence management system.
  22. Check and monitor daily substitute coverage needs per building and communicate with the third-party representative to facilitate these needs.
  23. Upload and reconcile the absence information into the data management system.
  24. Manage the process for finding suitable substitutes for long term assignments relative to employee leaves for effective transition for both staff and substitutes.
  25. Collaborate with the ESS representative in the recruitment, procurement and processing of substitute teachers, para professionals, secretarial and nurse substitutes.
  26. Maintain an active file and accurate list of all ESS subs and clearance information.
  27. Process technology access forms and enter sub information into IC.
  28. Responsible for the retention of retired employee’s files per MTSD retention policy.
  29. Work with the Director of Personnel to facilitate Personnel goals and objectives.
  1. Act as a conduit for information to and from the Director of Personnel.
  2. Will be back-up for Human Resource Coordinator 1.
  3. Facilitate communication between stakeholders including Personnel Staff.
  4. Assist in Pandemic related duties/responsibilities as needed.
  5. Any other duties assigned by the Superintendent or his designee.                                                                                                            



Ability to read, write, analyze, and interpret general business, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.



Ability to work with mathematical operations and apply to practical situations.



Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.



Ability to apply secretarial skills and knowledge while performing essential functions.  Ability to establish and maintain effective relationships with students, peers and parents; skill in oral and written communication.
